Whilst typical AI user interfaces are designed to facilitate the illusion of a person-to-person interaction, the user is, of course, engaging with a vast ‘social’ network distributed across human, non-biological and digital nodes, enabled by an infrastructure comprising human intellectual labour, data centres, energy resources etc. How should this sociality be modelled? What is its ontological status? The participation in social networks that enables human intelligence is reflected in the very nature of that intelligence – but does this, as is often claimed, provide a model for understanding the relation between AI and its (very different) enabling conditions? The Kyoto workshop will be devoted to addressing these and related questions.

The ascent of AI has both been fuelled by and produced a steady proliferation of images, which disturb not only through their sheer number, but due to their very nature. On the one hand, the images unsettle through their undeniable verisimilitude, sparking concerns about deep fakes, forgery, trust etc. in both political and personal domains. On the other hand, AI images disrupt through their uncanny quality, their mixture of hyper-realism and crude inaccuracy, which seems to manifest an intelligence parasitic upon and yet very much not our own. The increasing omnipresence of such images suggests that we think of AI image-cultures themselves as iconoclastic phenomena, but one occurring within the realm of image-production itself: a set of fundamental challenges to our understanding of the politics and ontology of images and associated preconceptions about originality, creativity, accuracy and representation.

Modern knowledge-societies value intelligence as a set of problem-solving capacities. In recent years, we could be said to have entered not only a so-called “AI summer”, but even a “technology summer”. This imaginary draws on accelerated progress in AI research and the large-scale socio-economic and political implementation of ‘intelligence’ technology. In our fall workshop we will question some of the key assumptions underlying this socio-political constellation. In particular, we will focus on existential and linguistic meaning as potential limits to intelligent processing. Our goal is to trace the contours of a novel type of ethics of intelligence that takes into account the fuzzy, historically changing, and apparently non-computable nature of values. This requires us to recalibrate our sense of what it is to understand meaning and value in an age in which intelligence and even understanding seem to emerge in the realm of our techno-scientific artifacts.

Die aktuelle erinnerungspolitische Debatte geht davon aus, dass fragile und heterogene Gesellschaften ein Bedürfnis nach sinnstiftenden Großerzählungen haben. Im Begriff des kollektiven oder kulturellen Gedächtnisses sollen daher Wissensressourcen, Bilder und Narrative den Zusammenhalt der »geglaubten Gemeinschaft« (Max Weber) sichern. Bestehende Verunsicherungen und Ambiguitäten werden durch eine Politik der Erinnerungs- und Konsenssteuerung überbrückt. This question, which arises in view of the religious history of apocalypticism for the various writings of the NT, has (again) systematic relevance in the present. On the one hand, this results from the loss of significance of the progress model for the present and from the increasing diagnosis of an end-time crisis situation. On the other hand, it results more acutely from the cosmo- and process-theological revisions of the old transcendence-immanence opposition. Does God ultimately act through man, who no longer subdues the earth, but who causes the catastrophe? And what options for action are then still conceivable? The workshop will address these questions between New Testament and systematic approaches.

Artifacts are a primary object of study in the humanities. They are products and, thus, manifestations of human thought, action, and self-determination without which they cannot be understood. At the same time, human mindedness depends on artifacts, as well as other objects – a dependence that is itself manifest in the form of artifacts themselves. Our Fall 2023 Institute will consider ways in which human mindedness and the reality of artifacts are dialectically intertwined. Of special interest will be automatically or mechanically produced artifacts, as well as artificial intelligent systems that are neither mere inert causal models of human thinking nor independently minded (let alone, conscious) entities. The ontology of such products thus needs to be calibrated in light of the aforementioned mutual dependence of mindedness and artifacts.

Sustainability and economics - do they go together? Very well, in fact. Consumers and producers consume energy and cause pollution. Prices on markets do not adequately reflect the social costs of a product. On the other hand, markets, for example for emission certificates, can help to prevent pollution, or to reduce the costs of climate protection. Other interventions can also promote more sustainable decision-making patterns without substantially endangering economic welfare. Thus, when it comes to sustainability and climate change, the natural sciences and economics are closely intertwined. The lens of economics helps to understand causes and assess solutions. In four short lectures with space for discussion, scientists from Bonn will give an insight into their current research.

Practices of interpretation are central to both the humanities and social sciences, whose typical objects of interpretive activity range from artworks, texts and musical scores to rituals, economic behaviour and all manner of “data”. Yet the phenomenon of interpretation is no less puzzling than it is familiar and raises a host of fundamental questions: Can there be a science as well as an art of interpretation? Is interpretation an essentially human activity? Is there a difference between interpretive activity and programmable forms of data processing? Is interpretation by its nature a creative enterprise? Is it possible to develop something like an algorithm for interpretation? Do practices of interpretation as practiced by different disciplines share an essential common core? These and a host of related questions will occupy us at this year’s event. Reber (2021) has studied how practices of quoting serve to (de)construct power at Prime Minister’s Questions (PMQs), a parliamentary session with the Prime Minister at the British House of Commons, and how these practices have changed between 1978-2013. "Why comparisons between the transparency of artificial intelligence and human cognition are problematic" (Dr. Uwe Peters) Artificial intelligence (AI) algorithms used in high-stakes decision-making contexts often lack transparency in that the internal factors that lead them to their decisions remain unknown. While this is commonly thought to be a problem with these systems, many AI researchers respond that we shouldn’t be overly concerned because empirical evidence shows that human decision-making is equally opaque and isn’t usually required to be more transparent. I argue that the empirical data on human cognition that are claimed to support this equal opacity view don’t sufficiently support it. In fact, the equal opacity view rests on a narrow, selective, and uncritical survey of relevant psychological studies.

Full Title: "'The Return of Beauty: Restitution on Nazi-looted Art in Comparative Perspectives" Over 75 years have passed since the end of WWII and the issue of Nazi-looted art is still very much present and even growing. Museums and private owners worldwide and in Israel still hold artworks looted from Jews during the Holocaust which have not yet been restituted. In 1998 the Washington Conference set up principles for the restitution of artworks confiscated during the years 1933-1945. The course was the first comprehensive attempt to bring together law and art-history students, from Israel and Germany, and academically teach them two primary disciplines: the legal framework for restitution; and provenance research. The course aimed at providing historical context and research methods, and discussing their interaction with the legal issues raised, such as what can be considered a ‘just and fair solution’ as stipulated in the Washington Principles.

In this talk we make use of the interdisciplinary competence of our consortium and start from different definitions and understandings of "fairness". We will discuss which of the presented understandings of "fairness" can be operationalized in order to be able to certify what might be "fair". To illustrate, how a "fairness" certification can look like, we will discuss the use case of a credit loan algorithm, considering different fairness metrics from an ethical perspective.

Reductive materialism seems to be able to answer everything, since most aspects of our lives appear to be representable in data. Cognition is thinking, thinking is brain activity, brain activity is either electrical or metabolic, and both forms of activity can be measured – hence, cognition can be measured. Moreover, the term "mind reading" suggests that artificial intelligence systems can also predict our minds. Recommender systems even anticipate the users next item of interest, and they do so with remarkable accuracy. However, it is nothing but interpretations.

The draft AI regulation is intended to secure a trustworthy use of these technologies that is in line with European values. Certification, among other things, is also considered a central building block for achieving these purposes. From the perspective of all stakeholders involved, it is advisable to address the regulatory content of the draft and the possibilities for its implementation at an early stage. The conference will therefore take a closer look at the draft regulation in general, the role of certification, and practical aspects of the regulatory concept.

This seminar will revisit our paradigms concerning objectivity in the humanities. To many, it seems as if the humanities provide us at best with less-than-objective knowledge claims. Arguably, there are at least two overall reasons for this. On the one hand, there is a tendency to associate objectivity with the kind of knowledge-acquisition, explanation, and justification characteristic of the natural sciences. On the other hand, the humanities themselves have contributed to the impression that they might be less relevant than the natural sciences to epistemic progress, due to internal discussions about the very concept(s) of knowledge, reality and objectivity. In order to reshape our account of the human being as the source and object of knowledge claims, our seminar will test the following thesis against a variety of objections: we cannot eliminate from our account of reality as such the standpoint from which humans grasp both human and non-human reality.

"Cause for special concern" (Dr. Uwe Peters) Focusing on the epistemological issue of how we may detect algorithmic biases and recognize their harmfulness, I argue that algorithmic bias against people’s political orientation differs from algorithmic gender and race biases in important ways. The reason is that there are strong social norms against gender and race biases, but this is not the case for political biases. Political biases can thus more powerfully affect individuals’ cognition and behaviour. This increases the chances that they become embedded in algorithms. It also makes it harder to detect and eradicate algorithmic political biases than gender and race biases even though they all can have similarly harmful consequences. Algorithmic political bias thus raises hitherto unnoticed and distinctive epistemological and ethical challenges.

Tensions are therefore rising between the vision of an open, global Internet and state tendencies to invoke sovereignty in cyberspace. Data localization requirements could even lead to a splinternet with many regional systems, which could further deter innovation regarding a wider variety of data-utilizing sectors. Accordingly, the idea of the fragmentation or Balkanization of the Internet began to play a growing role in debates on global Internet governance. "Ethical challenges of merging biological and artificial cognition" (Dr. Johannes Lierfeld; response: Pater Dr. Dr. Justinus C. Pech, Hochschule Heiligenkreuz) The notion of a bridge between protein and silicon has slowly evolved into a reality due to the development of brain-computer interfaces or brain-machine interfaces (BCIs / BMIs). Besides some alarmism there is much hope to achieve wonderful things with and through the use of BCIs. However, as fruitful the applications can be in the best case, as severe the ethical repercussions would be in a worst-case scenario. Thus, serious ethical challenges monger around the usage of these mind-machine-bridges, since their applications might interfere with personal integrity, identity, and accountability. Especially the field of affective BCIs poses cascades of ethical concerns regarding their operative field: human affections and emotions.

Full Title: "Extended Mindreading and the Tracking of Digital Footprints" (Dr. Uwe Peters) There has been much philosophical and empirical research on mindreading, our ability to attribute mental states to people to explain, predict, or influence their actions. It is commonly assumed that mindreading is situated within an individual’s head. Here I challenge this assumption by relating it to Clark and Chalmers’ hypothesis of extended cognition, the view that the physical realizers of cognition can include artefacts outside the body. I argue that if we endorse common conditions for extended cognition, then there is reason to believe that people’s mindreading is often partly realized by (vs. merely causally coupled to) artefacts, specifically, computer algorithms on the Internet that track our digital footprints to infer our preferences, interests, etc. from them to personalize websites.

"Governing global change through AI safety" (Dr. Apolline Taillandier) This presentation focuses on the recent history of “AI safety,” understood as a set of strategies for mitigating long-term AI risk. AI safety brings together computer science and policy expertise: while some AI safety researchers have redesigned algorithmic training methods for ensuring control over the goals or behavior of “human-level” AI, or systems with “artificial general intelligence,” (AGI) AI safety policy experts have developed scenarios and metrics of AI progress in order to anticipate and prepare for uncertain technological breakthroughs through specific models of governance. I show how AI safety expertise intersects transhumanist debates about the singularity and the possibility to predict and tame the emergence of a posthuman kind of intelligence; economic models of rational behavior in computer science; and a realist model of global security >as a product of interest-based cooperation and alignment.

"On Self- building technologies" (Dr. Charlotte Gauvry) The recent literature has convincingly demonstrated certain perverse effects of what has been called the “merging with AI.” Susan Schneider (2019) even argued that different merging techniques, for example the implantation of silicon chips in our brains, could lead to a dissolution of our selfhood. In my talk, I propose to discuss this hypothesis based on a recent provocative article by François Kammerer, which considers, on the contrary, the possibility of "self-building technologies:"artificial technologies (paradigmatically some digital app) would actually allow us to “strengthen our selfhood.”

"Meaningful Human Control over the Evaluative" (Dr. Scott Robbins) In an increasingly autonomous world, it is becoming clear that one thing we cannot delegate to machines is moral accountability. Machines cannot be held morally accountable or responsible for their actions. This becomes problematic when a machine has an output that has a significant impact on human beings. Examples of machines that have caused such impact are widespread and include machines evaluating loan applications, evaluating criminals for sentencing, targeting and killing people, driving cars, and whatever digital assistants are supposed to do. The question that governments, NGOs, academics, and the general public are (or should be) asking is: how do we keep meaningful human control (MHC) over these machines? I argue that keeping meaningful human control over machines cannot be achieved without restricting the decisions we delegate to machines to the descriptive.

(Dr. Uwe Peters) The hypothesis of extended cognition (HEC), i.e., the view that the realizers of mental states or cognition can include objects outside of the skull, has received much attention in philosophy. While many philosophers have argued that various cognitions might extend into the world, it has not yet been explored whether this also applies to cognitive biases. Focusing on confirmation bias, I argue that a modified version of the original thought experiment to support HEC helps motivate the view that this bias, too, might extend into the world. Indeed, if we endorse common conditions for extended cognition, then there is reason to believe that even in real life, confirmation bias often extends, namely into computers and websites that tailor online content to us.

"The downside of optimization" (Dr. Oliver Braganza) Competitive societal systems by necessity rely on imperfect proxy measures. For instance, profit is used to measure economic value, the Journal Impact Factor to measure scientific value, and clicks to measure online engagement or entertainment value. However, any such proxy-measure becomes a target for the competing agents (e.g. companies, scientists or content providers). This suggests, that any competitive societal system is prone to Goodhart’s Law, most pithily formulated as: ‘When a measure becomes a target, it ceases to be a good measure’. Purported adverse consequences include environmental degradation, scientific irreproducibility and problematic social media content. The talk will explore the notion that a systematic research program into Goodhart’s Law, nascent in current AI-safety research, is urgently needed, and will have profound implications far beyond AI-safety.

The "grand challenges", such as the consequences of climate change, the question of mobility and migration, as well as the rapid changes in society through digitalization and artificial intelligence, affect all people. The question of the appropriate perception, description, and interpretation of these complexes of phenomena is central, because their semantization already forms possible actors and spaces of action through the use of certain concepts, categories, linguistic images, and value patterns. Different semantizations thus lead to specific ideas of agency and integrity within the presented future scenarios. It is precisely this relationship that is to be investigated in the project. The analytical connection of the terms semantization, agency and integrity is innovative. These are understood as mutually constituting in an interrelation, whereby the processuality of the struggle for an adequate description of the future can be elaborated and conceptualized.

Algorithm-based decisions are having an increasing impact on our daily lives. Whether we book a flight, apply for a job, apply for a loan or look for a life partner on an internet platform - it is often not clear that on the other side a machine is setting the price, pre-selecting applicants, assessing creditworthiness and looking for a partner. Online retailers are trying to extract the maximum willingness of their customers to pay by setting individualised prices based on algorithms. In some countries, criminal courts rely on software to assess the tendency of criminals to reoffend. These examples show that the use of algorithms raises a wide range of questions, some of which are of a legal nature, but also have links to ethics, economics and technology.
