The “Digitalization of administrative processes” program (PDaP)
Based on the legal foundations of the NRW E-Government Act (EGovG NRW) (digitalizing administrative services) and the Online Accessibility Act (OZG) (improving online access to administrative services), the plans by the state of North Rhine-Westphalia (NRW) for the digitalization of its universities and its own specifications, the University of Bonn has set itself the strategic objective of digitalizing its central and decentralized administrative processes by 2025.
It was against this background that the “Digitalization of administrative processes” program (PDaP) was set up in 2020 as one of the measures for implementing a digitalization strategy for the administration. PDaP is pooling, managing and coordinating various programs and projects that are being launched to digitalize administrative processes as part of the digitalization strategy in cooperation with the Digital Science Center (DiCe), a central research unit. This includes:
- Further developing and expanding the existing SAP S/4 HANA system, including its respective subprojects—a key component of the overall program that forms the digital “backbone” of central administration
- The various joint projects relating to e-records and e-workflow management in the context of the “Digital University NRW” (DH.NRW), in which the University of Bonn is playing various roles
- Issues that are linked to the implementation of the EGovG NRW and the OZG and are being coordinated by the E-Government/OZG Coordinator
- Other digitalization projects that are helping to achieve the abovementioned objectives as part of the digitalization strategy, are facilitating digital transformation at the University of Bonn and are maintaining oversight of existing interdependencies and potential synergy effects as work progresses
